Biographical Note

Francis Joseph Haas devoted his life to the Catholic Church and the welfare of workers. Born in Racine, Wisconsin on March 18, 1889, he entered St. Francis Seminary in 1904. Ordained as a priest in 1913, Haas was assigned to Holy Rosary Parish in Milwaukee. In 1919 he left Milwaukee and pursued graduate studies at The Catholic University of America. Haas received his Ph.D. from CUA in 1922. For the next ten years (1922-1931) Haas was assigned to St Francis Seminary and taught at both St. Francis and Marquette University. He moved back to Washington, DC, in 1931 when he was appointed director of the National Catholic School of Social Service. Haas briefly returned to Wisconsin as the Rector of St. Francis Seminary in 1935. Two years later, in 1937, CUA appointed Haas the Dean of the School of Social Science. He continued as the Dean of the School of Social Science until elevated to the Episcopacy of the Diocese of Grand Rapids in 1943. Haas remained the Bishop of Grand Rapids until he died in 1953.

From the beginning of his clerical career Haas promoted social justice and worker rights as a public servant. His government service began in the early 1920s when he mediated a wage dispute in the newspaper industry in Milwaukee. Between 1933 and 1937 Haas became a national figure when he was appointed to number of positions in New Deal agencies, including the National Recovery Administration, the National Labor Board, the first National Labor Relations Board, and the Works Progress Administration. As a mediator he helped settle some of the most important labor conflicts in the country, such as the Minneapolis Teamsters strike in 1934. Wisconsin Governor Philip LaFollette Jr. appointed Haas as an original member of the Wisconsin Labor Relations Board in 1937. Throughout the latter half of the 1930s and the first half of the 1940s Haas worked regularly as a labor arbitrator throughout the country. The National War Labor Board, National Mediation Board, and the US Department of Labor, Mediation and Conciliation Services Department all routinely utilized Haas's keen labor arbitration skills to settle labor disputes. He worked diligently while on the National Resources Planning Board's Committee for Long Range Planning in 1940-1941 and represented the federal government as an observer at the International Labor Organization meetings in Philadelphia (1939) and Havana, Cuba (1944).

Haas also participated in a number of government committees that investigated Civil Rights issues. In 1943 President Roosevelt named Haas as the chairmen of the Fair Employment Practices (FEPC) and in 1947 President Truman appointed him as a member of the President's Committee on Civil Rights.

Although best known as a public servant, Haas was also a noted scholar. His dissertation investigated wages, hours, and working conditions in the men's clothing industry. It was published as Shop Floor Collective Bargaining: A Study of Wage Determination in the Men's Garment Industry in 1922. He published articles, commentaries, reviews, and pamphlets, many on the labor movement and social justice, throughout his life. His major work, Man and Society, was a well regarded sociological text published in 1930 (updated and reprinted in 1952). Haas also published the Vatican approved English translations of Rerum Novarum (1891) and Quadregisimo Anno (1931), the two major papal encyclicals that guided his activism and encouraged other priests and Catholics to be active in labor and social justice issues.

Scope and Contents

The materials in the Francis J. Haas Collection span Haas's life. The collection includes materials from his family, his time as a seminary student in the early 1900s, and his role as an educator and cleric from the 1920s until his death in 1953. The materials focus most heavily, however, on his role as a public servant in New Deal agencies and as a labor arbitrator in the 1930s and 1940s. Documents related to his role as an administrator at CUA and his ten years as Bishop in Grand Rapids between 1943 and 1953 are scant. The collection includes correspondence, clippings, official organizational reports, press releases, personal meeting notes, lecture notes, sermons, speeches, meeting minutes, photos, research notes, and publication materials. The Collection is divided into four Series: (1) Personal Series, (2) Professional Series, (3) Government Series, and (4) Audio/Visual Series.

Series 1 (Personal) is comprised of materials from Haas's family and his education at St. Francis Seminary and The Catholic University of America. The materials related to his family are primarily correspondence and financial records. The educational materials include lecture notes and written work from when he was a student at St. Francis Seminary. Researchers will also find notes and drafts from his dissertation, appointment books, violin sheet music, and scrapbooks that document Haas's life in this series.

Series 2 (Professional) is comprised of materials related to Haas's professional clerical and academic positions. It is divided into two subseries, the Correspondence Subseries (2.1) and Research and Religious Activities Subseries (2.2). The Correspondence Subseries includes correspondence primarily with other clerics and organizations. Some of the clerical letters mix professional and personal matters. The correspondence also includes materials related to Haas's extensive speaking schedule and his publications. The Research and Religious Activities Subseries includes extensive runs of speeches and sermons given by Haas. It also includes research materials and drafts of Man and Society and the papal encyclical translations. A small amount of material documents his role as an administrator and educator at CUA.

Series 3 (Government) is easily the largest in the collection. The series documents Haas's activities in government agencies and as an arbitrator and committee member. It includes a wide array of correspondence, internal memos, contracts, clippings, press releases, reference materials, meeting notes and minutes, and internal and published reports. The series is divided in eight subseries; Wisconsin Labor Relations (3.1), National Recovery Administration (3.2), Works Progress Administration (3.3), Arbitration and Committee Files (3.4), International Labor Organization (3.5), National Resources Planning Board, Committee on Long Range Work Relief (3.6), Fair Employment Committee Practices Committee (3.7), President's Committee on Civil Rights (3.8), and Oversized and Original Items (3.9).

The materials in the Wisconsin Labor Relations Subseries (Subseries 3.1) relate to Haas's public service work for the state of Wisconsin. It documents a 1924 Milwaukee newspaper industry arbitration effort and Haas's tenure on the Wisconsin Labor Relations Board (1937-1939). The National Recovery Act Subseries (Subseries 3.2) documents Haas's work in the NRA (1933-1936), including his positions on the National Labor Board and the first National Labor Relations Board. Materials related to his role as an arbitrator in the Minneapolis Teamsters strike, for example, are in this subseries. Subseries 3.3, the Works Progress Administration Subseries, is comprised of documents related to Haas's position on the Labor Advisory Board of the WPA. The Arbitration and Committee Files Subseries (3.4) materials are related to Haas's efforts in individual arbitration cases and on industry wage and hour committees throughout the country and in Puerto Rico. This subseries includes his personal files on many arbitration cases, including the Hudson and Manhattan Railroad arbitration. His work on wage and industry committees, like the Boot and Shoe Industry, are also in this subseries. The records in Subseries 3.5, the International Labor Organization Subseries, document Haas's presence as a federal government observer at ILO meetings in Havana, Cuba, and Philadelphia, Pennsylvania in 1939 and 1944. The National Resources Planning Board, Committee on Long Range Work Relief Subseries (Subseries 3.6) documents Haas's tenure on the Committee and his participation in writing and editing its report. Subseries 3.7, the Fair Employment Committee Practices Committee, documents Haas's short tenure as the director of the FEPC. Haas's work on the President's Committee on Civil Rights is found in Subseries 3.8. Finally, the Oversized and Original Items Subseries (3.9) contains originals of materials removed from the collection and oversized items.

The fourth and final Series, the Audio/Visual Series, contains photos that span Haas's life and an audio copy of an Easter sermon (1947) that Haas delivered and was broadcast over the radio. The sermon has been transferred to CD and is available for researchers.

Administrative Information

Acquisition Information

The Francis J. Haas Papers were deposited in the American Catholic History Research Center and University Archives in seven installments between 1954 and 1995. The Right Reverends Anthony Arszulowicz and Charles Poppell sent the core of the collection from St. Andrews Cathedral, Grand Rapids, Michigan, in 1954 and 1957. The School of Social Science and the Mullen Library on the campus at The Catholic University of America added materials to the collection in 1959 and 1960. Haas biographer Reverend Thomas Blantz donated materials in 1987 and 1992. Finally, Haas's niece, Dorothy Haas, added materials in 1995.

Subseries 2.2 contains records related to his professional activities as both a priest and an educator. It includes sermons, speeches, and materials related to his advancement to the episcopacy. The subseries also contains research materials and drafts related to Haas's writings, including research materials, drafts, and galley proofs for his book, Man and Society, and the translations of papal encyclicals. It also includes a small amount of teaching materials.

Subseries 3.1 contains materials related to Haas's public service work for the state of Wisconsin. It documents his role as mediator for a Milwaukee newspaper wage dispute in 1923-1924 and his position on the Wisconsin Labor Relations Board from 1937-1939. Subseries 3.2 contains materials related to Haas's positions on the NRA, NLB, and the first NLRB (1934-1935). It documents the work of the NRA code authority and the creation of the NRA codes. The brief efforts of both the National Labor Board and the first National Labor Relations Board at labor arbitration are included in this subseries. Subseries 3.4 contains Haas's efforts as a roving arbitrator and on wage and industry committees. The materials include records from specific arbitration efforts as well as general materials kept for reference. It also includes Haas work on industry wage and hour committees. This subseries is comprised of correspondence, notes, clippings, reports, general published reference materials, and reference materials used for specific arbitration efforts. The materials are arranged alphabetically. The files related to specific arbitration efforts are alphabetized initially by company name and the industry committee work by industry.
Subseries 3.5 contains materials related to Haas's presence as the federal government observer to ILO meetings in 1939 and 1944. It includes drafts of committee work, reports, and correspondence. It is organized alphabetically initially by meeting location (Havana, Cuba, or Philadelphia, PA).
