Historical Note

The Catholic Church has had a presence at the United Nations from near its inception. Beginning in 1945, Catherine Schaeffer of the USCC was the director of the UN Affairs office. With a strong focus on being a liaison between the US Catholic Church and the UN, the office, particularly Schaeffer, proceeded to be a key player in establishing the role of non-governmental organizations (NGOs) at the UN. The office began to play de facto information center for International Catholic Organizations (ICOs) throughout the 1950s and 1960s. This role as information and organizational liaison, while supported by her initial supervisor, was not completely appreciated by later US catholic leaders. Moreover, the work of the UN affairs office brought enough attention to ICOs and the Holy See that the latter, with the help of Schaeffer and the office, obtained permanent observer status in the late 60’s. With a large presence at the UN, and the growing costs to maintain an office in Manhattan, the USCC decided to close the office in 1972.

The successor of the UN Affairs office in the realm of aiding and informing ICO’s, the ICO information center (eventually ICO network, ICON) began inauspiciously as an informal meeting of ICO’s at the organizing of Father Morley. During this time, the Conference of International Catholic Organizations (CICO) felt the need to re-open an official office, and did so in 1977. During the 35 years of its existence, the ICO info center had 4 main goals:

1) being a Catholic liaison at the UN;
2) providing support services for ICO reps;
3) informing the UN on ICO and catholic activities;
4) developing awareness in the catholic community of the UN's mandate and agenda.

The office was able to do this by maintaining a general consultative status with the UN Economic and Social Issues Committee. Moreover, their proximity to the UN and surrounding NGOs allowed them to provide support and information to their most important constituents.

Though supported by the US and international Catholic Church, and the organizations providing social services thereof, the office seemed to suffer from a continual identity and financial crisis. Despite garnering the recognition of men’s and women’s catholic religious organizations as NGO’s by the UN, the staff struggled to maintain their identity and purpose as information liaison. In multiple external evaluative reports, a common weakness was the lack of presence with the member ICO’s and the lack of understanding of the ICO info center’s role. Coupled with constantly increasing populations of ICOs and chronic understaffing, the center’s struggle to maintain identity did not stop it from producing a documentary of the catholic presence at the UN, titled “Communion of Nations.” However, the modest successes could not stave off the inevitable.

In 2008, the CICO dissolved, leaving ICON without a parent organization proper. With the advent of the free information age, the continually increasing rent prices in Manhattan, the large presence of ICOs at the UN, and the struggle to raise funds, the office attempted to become a virtual network of ICOs, namely ICON. These cost cutting measures would prove to be too late, and the board of directors chose to close in the summer of 2012.

Scope and Contents

The bulk of the collection consists of three main materials: correspondence, general administrative material, and briefing material. The majority of the material spans the dates of the entirety of the offices existence, 1977 – 2011, though there are some records held over from the NCWC UN Affairs office dating back to 1953. The bulk of the series arrangement relates to the original organization of the records, with the four major series groupings - General Administration, Board of Directors, Members, and Financial/Legal – having already been mostly grouped together. The CICO and Correspondence series were created after their bulk within the general was realized. The last 2 series consist of the audio/visual material primarily related to the briefing events that the Network held and the miscellaneous ephemera.

Series 1: General Administration material: This is the bulk of the collection, as it deals with the overall communication and records of ICON as an organization. Of note is the significant material related to the Appeal to the Bishops for funding of the center. Furthermore, there are smaller, though not insignificant, amounts of material relating to the planning of ICON events, including UN and CICO member briefings, copies of their publications, and any textual material about the documentary “Communion of Nations.”

Series 2: Conference of International Catholic Organization material: This series is comprised of documents related to the CICO, the parent organization that created the information center after the USCCB UN Affairs Office shut down. The bulk of this series consists of documentation from the annual/bi-annual meetings of the CICO, but also includes some memoranda and correspondence related directly to the relationship between ICON and the CICO. Much of the material is in French.

Series 3: General Correspondence: This series consists of the chronological official correspondence of ICON dating from the late 1970’s to the office closing in 2012. There is a small amount of internal correspondence and memoranda, and subject correspondence that pertained to the general administration of the center.

Series 4: Board of Directors material: Included in the Board of Directors material is correspondence and personnel files of board members, and resumes and information related to potential board members (that may or may not have become members). Moreover, this series includes the minutes of board meetings and the documentation thereof, providing a candid view of the inner workings and challenges of the organization.

Series 5: Member related material: This series contains correspondence and other administrative files dealing with the relationship between the ICON and its member organizations. It includes correspondence, member brochures and information, and other programmatic material.

Series 6: Financial/Legal Documents: This series consists of the financial and legal records of ICON, primarily from the late 1990’s to 2012. Duplicate records have been discarded. Most of the material in this series is relatively sensitive, including completed tax returns, articles of incorporation, and bank and financial statements.

Series 7: Miscellaneous Ephemera: This series contains a small amount of odds and ends, including a Benemerenti Medal, the card catalog from the office’s library, and a collection of spiral day planners that contain dates and times of meetings for staff in and out of the office; some names of participants are included as well. A book title "The Eternal Machiavelli in the United Nations World" was transferred to Mullen Library.

Series 8: Audio/Visual materials: Included with the paper records collection are a number of audio cassettes of briefings and videos, including a copy (or copies) of “Communion of Nations.” Moreover, there are a moderate number of photographs and images, including an illuminated papal benediction, and photos/portraits of Popes Paul VI and John Paul II. Finally, there are some DVDs or CD-ROMs of either business materials, or of unknown subject.

The ICON records were donated by Daniel LeBlanc, O.M.I. in 2 accessions in 2012 and 2013.

Processing Information

A moderate amount of duplicates have been culled, particularly from the pamphlets of the center. Three archival copies of each have been retained. Moreover, the taped briefings and A/V ephemera are not described in fullest, per MPLP policies.

Included with the paper records collection are a number of audio cassettes of briefings and videos, including a copy (or copies) of "Communion of Nations." Moreover, there are a moderate number of photographs and images, including an illuminated papal benediction, and photos/portraits of Popes Paul VI and John Paul II. Finally, there are some DVDs or CD-ROMs of either business materials, or of unknown subject.
