Biographical Note

In addition to his almost fifty year tenure at The Catholic University of America (CUA), most notably as Dean of Canon Law, the late Monsignor Frederick R. McManus was best known outside the university as a figure closely identified with the Liturgical Movement in the mid-20th century. As such, McManus, and his mentor Godfrey Diekmann, OSB, were among the most readily identifiable Americans who advised the Vatican II Council on Sacred Liturgy in the early 1960s. McManus's appointment as a peritus (expert) was not only a personal accomplishment, but it also symbolized two decades of active effort by the American Liturgical Conference (and its international brethren) to reform the Mass. Newly empowered in this prestigious role, McManus acted as a tutor to Archbishop Paul J. Hallinan, the senior American on the Council, in all aspects of the liturgy to help forge consensus among the voting body. When the Second Vatican Council ended, McManus's reputation as insider secured his stature as one of the foremost authorities on the implementation of Vatican II reforms at the diocesan level. By 1967, having cemented a strong relationship with Archbishop Hallinan and substantial international contacts, McManus was named Executive Director of the National Catholic Council of Bishop's Committee on the Liturgy. That same year he was named Dean of CUA's School of Canon Law. Accordingly, these papers showcase McManus as a young lion of liturgical reform and later as a canon law sage.

Msgr. Frederick Richard McManus, 1923-2005, was a respected scholar, noted canonist, and tireless liturgical reformer. He was born 8 February 1923 in Lynn, Massachusetts, and attended Boston College High School. He studied at the College of the Holy Cross in Worcester, 1940-1942, and St. John's Seminary in Brighton, 1942-1947, earning a bachelor's degree. Ordained in 1947 as a priest of the Archdiocese of Boston, he served one year as assistant pastor at St. Catherine of Sienna Church in Norwood, then two years as both assistant pastor at the Cathedral of the Holy Cross in Boston and as the Archdiocesan master of ceremonies. He was then secretary for the Metropolitan Tribunal of Boston, the office that adjudicated internal Church legal affairs, from 1950 to 1951. He then returned to studies, at The Catholic University of America (CUA) in Washington, D.C., where he earned a Canon Law Bachelors in 1952, Canon Law Doctorate in 1953, and a Canon Law Doctorate in 1954. He went back to his alma mater, St. John's Seminary, serving there 1954 to 1958 as professor of canon law and moral theology. He then returned to CUA as professor of canon law from 1958 to 1993, remaining thereafter professor emeritus.

While at CUA, McManus edited the canon law journal, The Jurist, and served in various administrative positions. He was the dean of the school of Canon Law from 1967 to 1973, vice provost and dean of Graduate Studies from 1974 to 1983, and academic vice president, 1983-1985. He was also a founder of the liturgical studies program and a member of the 1968 Committee on Humane Vitae. He also served on the Bishop's Committee on the Liturgy of the National Conference of Catholic Bishops (NCCB), the former National Catholic Welfare Conference (NCWC), established in 1958 under the name of the Bishop's Commission on the Liturgical Apostolate, and reorganized in 1968 with the mission to study and report on canonical and liturgical issues and official statements. He was director of the Secretariat and editor of the committee's newsletter from 1965 to 1975 and continued thereafter to aid the committee's work as a staff consultant. Additionally, for many years he was a significant player in the International Commission on English in the Liturgy (ICEL). He was involved in all aspects of canon law from teaching and the liturgical committee to various other commissions, boards and associations, including the Canon Law Society of America (CLSA) and Second Vatican Council. In addition, he published continuously, with nine books and scores of contributions to journals such as American Ecclesiastical Review, Catholic World, Commonweal, The Jurist, The Living Light, Theology Today and Worship.

He received numerous honorary degrees and awards, including the Pax Christi Award from St. John's University in Collegeville, Minnesota, and the John Courtney Murray Award from the Catholic Theological Society of America (CTSA). He was a member several organizations, including the American Association of University Professors (AAUP), Association of Catholic Colleges and Universities (ACCU), Canon Law Society of America (CLSA), Catholic Commission on Intellectual and Cultural Affairs (CCICA), Catholic Theological of American (CTSA), North American Academy of Liturgy, and The Liturgical Conference. He died 27 November 2005 and was buried in his hometown of Lynn, Massachusetts.

Scope and Contents

The Frederick Richard McManus Papers, divided into eight series, charts the development of Roman Catholic Liturgy and Canon Law during the second half of the twentieth century from the perspective of an American Catholic priest and scholar.

The first series contains personal papers, which includes correspondence with family, friends, and the Archdiocese of Boston, in boxes 1-4 and dated 1932-1991. Most of the correspondence with the archdiocese is about his work at St. John's Seminary where he taught after his ordination. There are also notes from when he was in high school and college, plus financial records from CUA. The first series is in chronological order.

The second series, litury files, in boxes 5-22 and spanning 1939-2002, is the largest and most dense. This series is divided into six subseries, the first being general notes and correspondence on the liturgy, mainly correspondence on research on the liturgy in relation to the proper way to conduct a mass, consecrate a bishop, and extensive notes on the sacraments. Some of the most interesting files from this subseries were McManus' notes on the proper liturgical methods of conducting a radio or television mass. The second subseries has notes and statements released from the Church on liturgical reforms from 1961-2002, boxes 11-15. The reforms that McManus focused on was the implementation of the English mass, a greater participation of the laity, and the major reform of the Roman Missal in the early 1990s. Included is a memorandum from the USCCB on the new Missal from 1993. The third subseries, in box 16, contains material on Eastern Orthodox and Roman Catholic Liturgical Relations. The most important files from this subseries are the Orthodox-Roman Catholic Consultation and the International Orthodox-Roman Catholic Commission. The fourth subseries, in boxes 17-18, has liturgical policies from different dioceses, with quite a bit from Houston-Galveston. The fifth subseries, in boxes 19-20, are reports from seminaries, such as Mount St. Mary's, where McManus served as a trustee. The last subseries, in boxes 21-22, is from the International Commission on English in the Liturgy (ICEL). Most of the files are reports and correspondence with McManus. One of the most important documents is the progress report of the organization from 1987.

The third series is Canon Law, in boxes 23-28 from 1955-1997, divided into two subseries, the first being correspondence and notes on the Canon Law revisions made with the 1983 re-writing and a second subseries of files from Canon Law organizations to which McManus belonge. The Canon Law revisions are from the 1950s-1990s and are notes on different reforms that needed to be made, issues addressed at Vatican II, and the later revisions from 1983. The organizations are mainly files from the Canon Law Society. The most important part of this subseries is the several folders of article drafts that McManus edited when he was editor of The Jurist. The third series is in alphabetical order.

The fourth series, Catholic Education Files, is in boxes 29-34, dated 1957-2002, and divided into two subseries: Church Statements on Catholic Higher Education and files from McManus' teaching at CUA. The first subseries is very important due to the material surrounding the 1987 statement on Catholic Higher Education made by Pope John Paul II. There are statements from the USCCB and an essay, with notes written by McManus. The CUA files are departmental and university correspondence with the Department of Canon Law. There is also student correspondence concerning dissertations, lecture notes, and sample student papers McManus saved. The fourth series is in alphabetical order

The fifth series is Vatican II Council, in boxes 35-37 and dated 1962-1965. Most of these files are documents released by the Council that McManus saved and took extensive notes on. The main topics that he collected from the Council are documents on Sacred Liturgy; in particular he saved copies, in Latin and English, of the Constitution of Sacred Liturgy. There are also files and his notes on lay participation in the liturgy and documents concerning the Church's Schema on Ecumenism. The fifth series is in alphabetical order.

The sixth series has files from the National Catholic Welfare Conference (NCWC)/United States Catholic Conference (USCC) during Vatican II and its aftermath, in boxes 38-41 from 1963-1997. Most of the files are from the Liturgical Conference sponsored by the NCWC/USCC, in which McManus was a principle member. This conference was also responsible for implementing the English mass that McManus was the chief contributor. There are also files on Ecumenism, Church Architecture, and three folders of correspondence and minutes on the USCCB Collegeville Meeting on the liturgy. The fifth series is in alphabetical order.

The seventh series is publications, in boxes 42-49, dated 1926-2004, and divided into two subseries. The first subseries is Vatican II related newspaper clippings and booklets, mostly in Latin or Italian, in boxes 42-44. The second subseries is more general liturgical and related material, in boxes 45-49, including books written by McManus, including a bound copy of McManus' 1954 dissertation, and his articles; liturgical books, the bulk of this being a bound collection of USCC Committee on the Liturgy Newsletters; publications from the ICEL, including a 1973 booklet called "The Language of the Liturgy"; and a collection of bound reports on Catholic higher education in America.

The eighth and last series is a collection of McManus' awards and photos in box 50 dated 1954-2004. Most of the photos are from his time in Boston at St. John's seminary, or are CUA press photos from the 1960s-1980s. The awards are mainly for his academic achievements and work in liturgical reform.

McManus' correspondence with family and friends as well as his financial correspondence. There is also correspondence with the Archdiocese of Boston and with St. John's seminary. Lastly there are notes for his High School and College/Seminary papers. Organized chronologically and alphabetically for the undated notes in order to clarify the diversity of this series.
