Abstract: The National Catholic Community Service (NCCS) served the spiritual, social, educational, and recreational needs of the military and defense workers and their families from 1940 to 1980. NCCS rendered service with both professional personnel and volunteers at home and overseas. It was a member agency of the United Service Organization (USO) and the Veteran's Administration's (VA) Voluntary Service National Advisory Committee and operated a VA Hospital Program. NCCS was under the direction of a board of trustees composed of members of the Administrative Board of the American's Bishops' Conference, the military vicar and his delegate, that worked closely with the various departments and committees of the Bishops' Conference. Records include copies of USO board, conference, and council minutes; NCCS board of trustees minutes and reports; general administration subject files; club reports and correspondence; VA Hospital Service subject files and printed material; Joint Action in Community Service files; memorabilia; publications and printed material; and photographs.

Historical Note

American Catholics supported the nation's efforts in the First World War by founding the National Catholic War Council (NCWC) in 1917. The NCWC cooperated with groups such as The Young Men's Christian Association (YMCA), The Young Women's Christian Association (YWCA), The Salvation Army, the National Jewish Welfare Board, and the American Library Association (ALA) to support the American Expeditionary Forces (AEF) in France. Following the war the original NCWC was succeeded by the National Catholic Welfare Conference whose efforts focused beyond the original purview of its predecessor. When war clouds loomed again the American hierarchy decided in November 1940 to establish the National Catholic Community Service (NCCS) to serve the spiritual, educational, and recreational needs of military personnel and defense workers by rendering service with both professional workers and volunteers at home and overseas.

The NCCS was under the direction of a board of trustees composed of members of the NCWC administrative board as well as the military vicar and his delegate. It was separately incorporated in the nation's capital on April 21, 1941 and worked closely with the other offices and committees of the NCWC, especially the National Council of Catholic Men (NCCM) and the National Council of Catholic Women (NCCW). The NCCS was also a charter member of the United Service Organization (USO) Inc. founded with the support of President Franklin D. Roosevelt on February 4, 1941 along with five other member agencies: Young Men's Christian Association (YMCA), Young Women's Christian Association (YWCA), The Salvation Army, the National Jewish Welfare Board, and the Travelers Aid Association. Camp Shows Inc., who performed the shows that eventually made the USO famous, was also formed in 1941and affiliated with the USO.

During America's involvement in the Second World War (1941-1945) there were over 1,500 clubs operated domestically by the six member agencies, including NCCS, as well as nearly 1,200 operated domestically by local communities and nearly 200 clubs operated overseas by USO Inc. The USO officially terminated operations on December 31, 1947 though it maintained its corporate structure and a small headquarters staff thereafter. With the outbreak of the Korean War in 1950 the NCCS joined with the YMCA and the Jewish Welfare Board to form the Associated Services for the Armed Forces. The USO Inc. was reactivated in 1951with the original six member agencies and the camp shows. In 1962, the USO's National Ad Hoc Survey Committee stated the need for the USO's existence during the Cold War and made several recommendations, including that domestic operations be given autonomy and financial responsibility while USO Inc. would continue with overseas operations.

The Vietnam War era of the 1960s and 1970s initially generated large funding for USO Inc. but as public opinion increasingly turned against the war funding waned. A financial crisis resulted in 1974 after the United Way of America recommended that their local affiliates need no longer support USO Inc. and the Salvation Army threatened to withdraw as a member agency, though they delayed this action until 1976 when the YMCA also withdrew after USO Inc. announced it could no longer fund the member agencies. The NCCS, along with the Jewish Welfare Board and Traveler's Aid, continued to operate as member agencies until 1979 when the NCCS board voted by two thirds majority to dissolve. The official certificate of dissolution was issued by the District of Columbia on February 22, 1980. Thereafter the efforts of American Catholics to support the military would either be performed on an individual basis or as part of other organizations such as the Military Archdiocese of the United States.

The early NCCS executive directors were either short tenured or 'acting' only, and included Franklin Dunham from 1941 to 1942, James J. Norris from 1942 to 1944, Frank E. Cain in 1944, and James S. Mitchell from 1944 to 1948. Thomas D. Hinton would be the most notable director, serving for much of NCCS's history, 1948-1972. He had served previously in several administrative capacities in NCCS including program, budget, and field operations. He later served as Director of Finance and Administration of USCC/NCCB, 1972-1979. The last two executive directors were Maurice Hartmann in 1972 and Alice C. Collins, 1972-1980. Margaret Mealey, who was later long-term president of the National Council of Catholic Women (NCCW), served the NCCS during the 1940s in various capacities, including as Director of the USO-NCCS Club in Bremerton, Washington; Program Consultant, West Coast Area; Regional Supervisor for the States of Washington and Oregon; and Director of the USO Community Conducted Club in Oakland, California.

A major concern of the NCCS for much of its existence was operating a Veterans Administration (VA) Hospital Program/Service as part of the VA's Voluntary Service National Advisory Committee. In 1946, Pope Pius XII extended the jurisdiction of the Military Ordinariate to include chaplains and VA hospital patients. This made the latter eligible to participate in activities and services offered by NCCS as a USO member agency. In 1947, the NCCS board designated NCCS as the official agency of the Church to organize and develop the overall program of Catholic volunteer services in VA hospitals. It was actually efforts at a VA hospital in Lyons, New Jersey, that would serve as the national model. The NCCS-VA Hospital Service had a professional director, based in Washington, from its beginning until dissolution in 1979 in the person of Philomena F. Kerwin. She continued in this capacity as the United States Catholic Conference (USCC) took over direct administration, becoming the USCC-VA Hospital Service.

Scope and Contents

The first series is United Service Organization (USO) Records, 1943-1978, in boxes 1-10. This series is divided into two subseries. The first is the Board of Directors/Governors, 1946-1949, 1967-1978, in boxes 1-8. The USO board had representatives from the component organizations: National Catholic Community Service (NCCS), the Young Men's Christian Association (YMCA), the Young Women's Christian Association (YWCA), the Salvation Army, the National Jewish Welfare Board, and the National Traveler's Aid Association. The records include correspondence, minutes, and related material for the full board (originally called 'Directors' but later changed to 'Governors), the Executive Committee, various standing committees, and some ad hoc committees. There are notable date gaps, with extant material from the late 1940s and the late 1960s to the late 1970s. The second subseries is Councils and Conferences, 1943-1975, in boxes 8-10. This includes the Agency Advisory Council and the National Council.

The second series is National Catholic Community Service (NCCS) Board of Trustees Minutes and Related Material, 1941-1976, in boxes 10-17. This consists primarily of reports from the NCCS Executive Director to the Board of Trustees, 1941-1969. The board was made up of members of the NCWC/USCC Administrative Board, the military vicar and his delegate. There are also files related to the Executive Committee meetings for 1950-1976 and file on the Catholic Lay Committee.

The third series is General Subject Files, 1940-1975, in boxes 17-36. This series is filed alphabetically, and for reasons unexplained, many of the files come from either the early period of the 1940s or the last years of the 1970s. This rich series contains files on subjects they were concerned about ranging from drug and alcohol abuse to more mundane topics such as training and pension plans. There is also general correspondence as well as that with specific individuals such as bishops Patrick O'Boyle and Samuel Stritch. In addition, there is also correspondence with such Catholic organizations as the National Council of Catholic Men and National Council of Catholic Women as well as the parent USO organization and its individual constituent groups such as the National Jewish Welfare Board, the Salvation Army, the Young Men's Christian Association, and Young Women's Christian Association. Of particular note are the Task Force Team Visit reports regarding visits to stateside sites in 1970-1971.

The fourth series is Club Reports, Correspondence, and Financial Records, 1966-1971, in boxes 37-56. This material is filed alphabetically by club name. The mainstay is the quarterly statistical report with attached correspondence and financial records including receipts. Although the clubs are primarily domestic in location there are some overseas sites represented as well. Notable among the former are Aberdeen in Maryland, Caribou in Maine, and Jacksonville in North Carolina while the latter are well represented with the primary European club in Rome as well as those of the Japanese island of Okinawa, the city of Tokyo, and the short lived nation of South Vietnam being especially important.

The fifth series is Veterans Administration (VA) Hospital Service Files, 1944-1981, in boxes 57-74. There are two subseries. The first consists of alphabetical subject files in boxes 57-63. These files include correspondence with organizations such as The Catholic Daughters of America and the Catholic War Veterans as well as on topics such as chaplains, publicity, and the termination of NCCS in 1979-1980. There are also hospital questionnaires and printed material. The second subseries has alphabetical files, mostly correspondence, on participating medical centers in boxes 64-74. The outgoing correspondence consists of fragile and multicolored (pink, yellow, white) onionskin paper.

The sixth series is Joint Action in Community Service (JACS) Files, 1967-1971, in boxes 74-79. JACS is a national nonprofit volunteer organization formed in 1967 to recruit and train people to serve as advisors to Job Corps trainees. Job Corps itself is a U.S. Department of Labor free education and training program that helps young people ages 16-24 learn a career, earn a high school diploma or GED, and obtain a stable and well paying job. The files include Board of Directors' correspondence, minutes, and related material as well as alphabetical subject files.

The seventh series is Memorabilia, 1966, and undated, in boxes 80-81. This material consists of a VA Hospital flag, a wooden block with a metal NCCS logo attached, sample uniforms for volunteers, general uniform insignias for the NCCS-VA as well as for nuclear submarines such as the USS Portsmith and USS New York City, and a framed 1966 award from the VA Voluntary Service for 20 years of service "in helping us to plan and develop our nationwide program of volunteer participation in the medical care and treatment of patients."

The eighth series is Publications and Printed Material, 1932(1941-1979)n.d., in boxes 82-90. This includes often incomplete sets of titles such as the NCCS Bulletin, the NCCS News, the NCCS-VA Hospital News, News Notes from the VA Hospital Service, USO News, and the USO Newsletter. In addition, there are printed materials related to procedures for greeting and planning, events such as Easter and Christmas, and activities like song, dance, arts and crafts.

The ninth and final series is Photographs, 1969-1980, and undated, in box 90. These mostly consist of those pulled from the Veterans Administration (VA) Hospital Service, along with the NCCS logo and a notable Christmas 1969 photo of a girl giving a can of soda to a soldier in Vietnam. Additionally, there are World War II era photos as part of the USCCB Glass Slides Collection.

Acquisition Information

Received in 1972 and 1989 from the United States Catholic Conference (USCC)/National Conference of Catholic Bishops (NCCB), the former National Catholic Welfare Conference (NCWC), and subject to the 1975 Deed of Gift between the USCC/NCCB and The Catholic University of America (CUA). A small miscellaneous accession was received from a private donor in 2008.
